Luis has a wealth of over 23 years of experience during which he assumed a broad range of legal roles, extending from teaching law to advisory positions at Governments highest level, senior corporate executive positions and private practice.

Before joining MdME, Luis was Executive Vice-President, General Counsel and Joint Company Secretary for one of the Macau licensed gaming operators with a leading role in the development of its business in Macau, namely opening one of the largest integrated resort hotels and casino in Macau, successfully listing its gaming and hospitality business with the Hong Kong Stock Exchange and putting in place credit facilities for the Group's business in Macau in excess of USD 5 billion.

During his tenure as a senior Executive with a major gaming operator, Luis developed an unique set of skills and experience in virtually all matters related to Gaming & Hospitality, Corporate, Banking & Finance, Listing Rules and general Commercial and Business development matters.

Luis’ professional experience includes:

• Lecturer at the University of Lisbon Law School from 1985 to 1990 and at Independent University from 1997 to 2001.

• In 1990 he joined the Macau Government’s Legislative Modernization Commission, working extensively in revising and modernizing the Macau legal system in preparation for the Administration handover to PRC.

• From 1992 to 1997, Luis was the legal Advisor to the President of the Macau Legislative Assembly

• From 1997 to 2005, Luis was an advisor for legal affairs to the Minister of Economy of Portugal and a partner of the law firm J.A. Pinto Ribeiro & Associados

• Founding partner of Augusto Mateus & Associados, a leading consulting firm in Portugal engaged in economic studies, entrepreneurial development and restructuring strategies.
